I don't think that she said they INTENDED to give her spoiled milk. Just that staff morale might have been very low and they didn't put their backs to their jobs---there was no intention. I doubt that any "serious crime" was involved. The sense of what Chelsea said was relayed to me as Hillary was completely uninvolved with anything except big protocol functions. Chelsea simply thought it was the bad milk and lousy food at the WH that was making her sick. At the time, Hillary was on the road a lot or preoccupied with health care, as I recall it was the early nineties.
